ABOUT BOCLA

The State Board of Civil Legal Aid (BOCLA) is charged with working to ensure access to high-quality civil legal services in every Minnesota county.
BOCLA provides grants to civil legal aid and alternative dispute resolution programs serving low-income Minnesotans from three primary funding sources:
- Legislative appropriation as directed in Minnesota Statutes 480.242;
- Interest on Lawyer Trust Accounts (IOLTA) revenue as directed by Rule 1.15 of the Minnesota Rules of Professional Conduct;
- A portion of the lawyer registration fee as directed by the Minnesota Supreme Court.
In addition duties related to grantmaking, Minnesota Statutes 480.2415 states that BOCLA is also charged with establishing civil program standards, administrative policies, or procedures necessary to ensure quality advocacy for persons unable to afford private counsel.
